In the Dutch scaffolding sector, practical experience alone is not enough when a worker assists with scaffold erection or dismantling. SVWOH defines competency levels, and Hulpmonteur Steigerbouw 2.0 is the basic industry qualification for an assisting scaffolder.
Two dates matter. From 1 December 2025, people assisting with scaffold erection and dismantling are expected to hold at least the Hulpmonteur 2.0 industry certificate. On 1 July 2026, the old Aspirant-Hulpmonteur registrations expired.

It is a qualification for workers who perform assisting tasks within a scaffolding team. It is not the same as Basic Scaffolder. The helper works within the limits of the role and under appropriate supervision.
The system gives employers a consistent minimum standard and an official way to verify qualifications rather than relying only on a CV or a worker’s declaration.
The main change is the end of the old Aspirant-Hulpmonteur registration route. Workers who relied on that status need to check what qualification is now required for their role.
Valid personal certificates already issued do not automatically become invalid; they remain valid until their stated expiry date.
SVWOH describes a route combining online theory, practical instruction and an examination. After a successful result, the candidate receives the Hulpmonteur 2.0 industry certificate.
The certificate is valid for three years and is recorded in the SSVV Central Diploma Register (CDR).

Hulpmonteur is an assisting level. Basic Scaffolder covers a broader range of scaffolding tasks and responsibilities. The right certificate should therefore be selected according to the actual job on the project.
Create a simple competency matrix with each employee’s role, certificate level and expiry date. Verify registrations in the CDR before deployment. This prevents avoidable problems at site access or during contractor checks.
SVWOH lists Bonapi among recognised VSB trainers. Bonapi’s current Hulpmonteur 2.0 offer is delivered in the Netherlands. Higher scaffolding training is also available through Bonapi, including courses in Gliwice, but the training and examination location should always be checked for the specific qualification.
Hulpmonteur 2.0 is an entry-level scaffolding qualification. SVWOH describes the role as assisting with the assembly and dismantling of simple, difficulty-level-1 scaffolds under the supervision of a scaffolder, advanced scaffolder or foreman. The important word is “assisting”. The certificate does not make the holder an independent scaffolder and it does not transfer the responsibilities of a higher qualification.
In practice, an assistant scaffolder needs to recognise basic components, handle materials safely, understand the work area and know the main fall and falling-object hazards. Just as importantly, the person must know when to stop and ask the supervising scaffolder for a decision.

Digital theory is useful, but scaffolding is a practical trade. On-site instruction connects the online material with real behaviour: moving safely in the assembly zone, using the required PPE, identifying components, keeping the area organised and communicating with the rest of the team. Good communication is essential because an assistant must understand instructions and immediately report an unsafe condition.
Hulpmonteur 2.0 should be viewed as the start of a career path rather than a final qualification. With experience, a worker can progress towards Monteur Steigerbouw / Basic Scaffolder and later Eerste Monteur Steigerbouw / Advanced Scaffolder. Higher roles carry more independence and responsibility. For an employer, that progression can be more valuable than repeatedly recruiting new starters for every project.
Before sending an assistant scaffolder to a site, check the exact project specification, not only the Hulpmonteur certificate. Verify any separate VCA requirement, required PPE, language expectations within the crew and any client-specific induction. Hulpmonteur 2.0 and VCA demonstrate different competences; one does not automatically replace the other.
Because Hulpmonteur 2.0 is valid for three years, companies should record the expiry date and set an early reminder. Waiting until a worker is already scheduled for a Dutch project creates avoidable pressure and may result in a delayed start.
The certificate does not replace company-specific induction. A new assistant should learn the crew’s communication rules, material storage areas, site routes and local procedures. An experienced scaffolder should observe the worker closely at the beginning and make sure that speed does not become more important than safe sequencing.
A sensible approach is to increase responsibility gradually: first simple tasks under direct supervision, then greater confidence within the Hulpmonteur role. If the worker develops quickly, plan the next qualification rather than allowing duties from the Scaffolder level to be performed without the proper training.
